Why petroleum Minister failed to push thro his assurances?

The Minister had sent a letter to DPE stating to accept the important 11 demands of ONGC Executives by Nov08 itself. Unfortunately he failed to keep his promise. The demands are common and for the betterment of entire PSU Executive folk. Unfortunately the struggle was suppressed and the militant union was isolated without getting support from other officers unions of Various PSUs
